The mission of the NTSB is to promote safety.  Requiring all planes and boats to have an Emergency Locator Transmitter (ELT) is a key part of the program to make rescues more effective for victims of plane and boating accidents.  But if your ELT fails, you might as well have died in the crash.  So the failure of Kennedyís ELT ought to be regarded as a major area of concern.  All available technology is used to make the ELT virtually indestructible.  They are supposed to survive a crash into solid rock.  What happened?  The NTSB completely ignored this issue.  The words Emergency Locator Transmitter do no even appear in the report.
